I concur. I bought Unearthed Arcana as soon as it was published, as I did all AD&D books, but in every section of the rules it seemed nothing more than a kit to convert to Gygax's personal campaign. Or maybe his idealized campaign.
The only things in UA that saw play in my campaign were already published in other places.

Not so uncommon, because it depends a lot on what magazine that article comes from.
Anyway, AD&D itself was already a dead born game thus it's not so strange for one of its supplements to be that awful.
Most 1e fans hold a similar opinion towards UA as this article. It rarely gets any love in the old school community.
